4/6/2026 Week Update:
C&R Directional Boring will be returning to the area of County Line Road in West Rockhill Township, and Franconia Township. The water and sewer project installed last fall will be restored to previous conditions. Roads to require work are County Line Road, Cathill Road, Circle Drive, Hidden Lane, Valley Road of West Rockhill Township. Franconia Township will receive restoration along Forest Drive , Hollow Road, and County Line Road.
Work is scheduled to take place between April 14, and May 14, 2026.
Please expect delays in travel times, single lane closures with flagging are anticipated. Work times are 7am - 5pm Monday through Friday.
2/25/2026 Week Update:
We are pleased to inform you that the utility infrastructure work along both sides of County Line Road is substantially complete. Connections to the public water and sewer systems can officially proceed.

The process to connect is as follows:
1. If a resident is interested in connecting, they should have their plumber complete the Connection Application, found here, and submit non-technical blueprints
2. A plumbing permit is issued by Telford Regional Authority (TRA) (previously Telford Borough Authority)
3. Plumber obtains all necessary permits and approvals from the Township in which the property is domiciled
4. Resident pays tapping fee *grinder pumps will not be available to be picked up before tapping fees are paid to TRA*
5. Plumber begins the work
6. Plumber calls for a PA One Call at least 3 days before anticipated grinder pump installation date
7. Plumber schedules grinder pump pickup with TRA
8. After pump installation, the plumber will need to call TRA for an inspection before any backfilling occurs
9. Plumber schedules any necessary inspections as indicated by the Township in which the property is domiciled

- The standard 2-year PARTS AND LABOR warranty, is available to everyone who received a grinder pump from TRA
- The 5-year Certified Installation Warranty only applies to installations completed by a certified installer

Project Summary:
The County Line Road Sanitary Sewer Project proposes the extension of Telford Regional Authority’s public sewer system to serve the County Line Road area of West Rockhill and Franconia Townships. The project is located in the southwest corner of West Rockhill Township and includes a portion of Circle Drive, Hidden Lane, Cathill Road, and Valley Road. In addition, the project area includes a portion of Franconia Township located along County Line Road (SR 4027), Hollow Road, and Forrest Road (SR 2016). The project is also located in the vicinity of the East Branch of the Perkiomen Creek. The topography of the area slopes towards the creek and away from the nearest public sanitary sewers which are located south of the area. Due to the existing topography, a sewer extension cannot be constructed by gravity alone. For example, the elevation located along County Line Road is approximately 105 feet higher than the lowest point within the Hidden Valley neighborhood of West Rockhill Township. Therefore, sewage must either be pumped by means of a Sewage Pumping Station (SPS), or conveyance through 1 a Low Pressure Sanitary Sewer System (LPSS) which involves individual grinder pumps at each dwelling unit to connect to the nearest existing public sewer system.
As you are likely aware, West Rockhill and Franconia Townships, in conjunction with Telford Regional Authority, have been in the process of planning a public sewer expansion along County Line Road to serve the Circle Drive, Hidden Lane, Valley Road, Cathill Road, Hollow Road, and Forest Road area. Residents in West Rockhill Township will be provided with one (1) green (sewer) and one (1) blue (water) stake. Residents of Franconia Township will only receive one (1) green sewer stake.

Water services and sanitary sewer laterals, complete with curb stops, will be constructed at each property to the edge of the public right-of-way line, for future connection by others. It is our goal to coordinate with homeowners and municipalities to provide service locations that are best suited for future connection to the public utility systems. Prior to the start of construction in your area, we will be reaching out to each property owner, along with a representative of the Authority, to determine where your existing water and/or sewer services are located to determine the most feasible location for your proposed services.
