The Telford Borough Council meeting held this date was called to order at 7:31 p.m. by President Carolyn Crouthamel with the following members in attendance: Robert Baker, Scott Hillegass, J. Allen Landis, Stanley Nyce, James Schaeffer and Mayor Jay Stover. Also present were Manager Mark Fournier, Parks Foreman Gary Yoder, Solicitor Mark Weand, Recording Secretary Megan McShane, Police Chief Randall Floyd, Telford Fire Company representatives Dave Abecunas, Jason Bealer and Jerry Guretse, resident Ralph Prather and a press reporter. Jeffrey Maxwell was absent.

 

The invocation was given by James Schaeffer, followed by the pledge of allegiance.

 

MINUTES OF PREVIOUS MEETING:

 

A Hillegass/Landis motion carried unanimously (6-0) approving the minutes of the December 3, 2012 Borough Council meeting.

 

MAYOR’S REPORT:

 

Mayor Stover reported that he attended the December Council meeting and the Library Board meeting.

 

POLICE REPORT: We received a written monthly report for the file.

 

FIRE REPORT: We received a written monthly report for the file.

 

Scott Hillegass thanked the Fire Company for their assistance with the Borough tree lighting on December 7th.

 

LIBRARY REPORT: We received a written monthly report for the file.

 

PUBLIC WORKS REPORT: We received a written monthly report for the file.

 

MANAGER’S REPORT: We received a written monthly report for the file.

 

Manager Mark Fournier reported that he met with the owner of Indian Ridge Provisions, who informed Mr. Fournier that Indian Ridge will be re-starting their expansion project in the new year. Mr. Fournier also reported that a new development project within our service territory in Hilltown Township, Coventry Meadows Phase II, should also be starting in 2013.

 

BUILDING OFFICIAL’S REPORT: We received a written monthly report for the file.

 

SOLICITOR’S REPORT: We received a written monthly report for the file.

 

ENGINEER’S REPORT: We received a written monthly report for the file.

 

COMMENTS FROM AUDIENCE:

 

Jerry Guretse from the Telford Fire Company asked if Altek Business Systems was required to have a knox box at their new facility on Emlen Way. Manager Mark Fournier informed Mr. Guretse that the knox box is a requirement per the Agreements that Altek has with Telford Borough.

 

COMMITTEE-OF-THE-WHOLE:

 

Z-1       A Nyce/Schaeffer motion carried unanimously (6-0) approving the Resolution designating Univest National Bank & Trust Company, Quakertown National Bank, and First Savings of Perkasie as depository for Borough funds and authorizing the Borough Manager to invest as he sees fit in the best interests of the Borough.

 

Z-2       A Landis/Hillegass motion carried unanimously (6-0) approving the Resolution authorizing the Borough Manager to advertise for bids for goods and services, as needed during 2013.

 

Z-3       A Hillegass/Schaeffer motion carried unanimously (6-0) appointing Emiline I. Weiss to the Vacancy Board, term to expire 1/1/14; Beth Swartz to the Zoning Hearing Board, term to expire 1/1/16; Jason Searock to the Planning Commission, term to expire 1/1/18; Abram Diehl, Representative to Pennridge Wastewater Treatment Authority, term to expire 1/1/18; David Landis, Representative to Telford Industrial Development Authority, term to expire 1/1/18; John Beidler, Representative to Recreation Board, term to expire 1/1/17; W. Kenneth Bishop to Civil Service Commission, term to expire 1/1/16.

 

Z-4       A Hillegass/Landis motion carried unanimously (6-0) approving Resolution #13-01 to exempt participating fulltime paid policemen from contributing one percent of their wages to the police pension fund for the year 2013.

 

Z-5       A Nyce/Schaeffer motion carried unanimously (6-0) approving the reappointment of Timoney, Knox, LLP as Solicitor.

 

Z-6       A Landis/Hillegass motion carried unanimously (6-0) approving the reappointment of CKS Engineers, Inc. as Engineers.

 

 

FINANCE AND ADMINISTRATIVE COMMITTEE: There was nothing to report at this time.

 

 

DEVELOPMENT & CULTURE COMMITTEE: There was nothing to report at this time.

 

 

PLANNING AND ZONING COMMITTEE: Mr. Maxwell

 

Manager Mark Fournier informed Council that there will be another Planning & Zoning Committee meeting within the next week or two to continue the Zoning Ordinance amendment process.

 

 

ENVIRONMENTAL COMMITTEE: There was nothing to report at this time.

 

 

PUBLIC WORKS/BUILDINGS & PLANT COMMITTEE: There was nothing to report at this time.

 

  

PUBLIC SAFETY COMMITTEE: Mr. Schaeffer

 

A Schaeffer/Baker motion carried unanimously (6-0) approving the Police Policy and Procedure Manual and Code of Conduct, which will be effective March 1, 2013. Chief Floyd will have a department meeting this week to review the Manual and Code of Conduct with the department.

 

OTHER BUSINESS:

 

EXECUTIVE SESSION:

 

Borough Council entered into Executive Session at 8:15 pm to discuss personnel matters.

 

Borough Council closed executive session at 8:40 pm. No action was taken.

 

The meeting was adjourned at 8:41 pm by a Hillegass/Schaeffer motion.
