The Telford Borough Council meeting held this date was called to order at 7:32 p.m. by Vice- President J. Allen Landis with the following members in attendance: Robert Baker, Scott Hillegass, Stanley Nyce, James Schaeffer and Mayor Jay Stover. Also present were Manager Mark Fournier, Public Works Director Donald Beck, Solicitor Mark Weand, Recording Secretary Megan McShane, Police Chief Randall Floyd, Tax Collector Emiline Weiss, Indian Valley Public Library Director Linda Beck, Wendy Leshinskie, a few residents, and a press reporter. Carolyn Crouthamel and Jeffrey Maxwell were absent.
The invocation was given by James Schaeffer, followed by the pledge of allegiance.
MINUTES OF PREVIOUS MEETING:
A Hillegass/Nyce motion carried unanimously (5-0) approving the minutes of the April 2, 2012 Borough Council meeting.
TREASURER'S REPORT: We received the written monthly report for April, 2012 for the file.
Manager Mark Fournier reported that we've taken in 51.1% of our revenues and have spent about 24.4% of our expenditures.
A Hillegass/Schaeffer motion carried unanimously (5-0) approving the Treasurer's Report for April, 2012.
MAYOR'S REPORT:
Mayor Stover reported that he attended the April Council meeting, the Library Board meeting, and a meeting to discuss the revitalization of library funds. He also assisted the Ladies Auxiliary with making hoagies for the Fire Company hoagie sale.
POLICE REPORT:
Chief Floyd reported that Officer Jeremy Kim was recognized on April 24th as a "Hometown Hero" at the Reading Phillies game, for his crucial role in the hostage situation on Indian Valley Lane in February. Detective Dan Fox will be receiving an award next week from the Citizens Crime Commission.
FIRE REPORT: We received a written monthly report for the file.
LIBRARY REPORT: We received a written monthly report for the file.
PUBLIC WORKS REPORT: We received a written monthly report for the file.
MANAGER'S REPORT: We received a written monthly report for the file.
BUILDING OFFICIAL'S REPORT: We received a written monthly report for the file.
Manager Mark Fournier reported that Jesse Hill from Keystone Consulting Engineers is the Borough's new Building Inspector, and he will maintain the Wednesday/Friday schedule that Joe Cutri had. Joe has left Keystone to take a full-time Code Official position in Solebury Township and the Borough wishes him all the best.
SOLICITOR'S REPORT: We received a written monthly report for the file.
Solicitor Mark Weand informed Council that the Borough received updated Ordinances on Monday afternoon from the Attorney General's office, which pertain to the Borough and Police Department pension plans. These Ordinances will repeal our current Ordinances in their entirety. Solicitor Weand will review the Ordinances and they will be brought before Council for adoption at next month's meeting.
ENGINEER'S REPORT: We received a written monthly report for the file.

FINANCE AND ADMINISTRATIVE COMMITTEE: Mr. Hillegass
A-1 A Hillegass/Baker motion carried unanimously (5-0) accepting the payment of the bills for the month of April, 2012 in the amount of $ 220,125.93.
A-2 Library Funding Discussion
Linda Beck from Indian Valley Public Library gave an overview of the current situation that the Library is facing with the funding cuts by the School District
and the State. The Task Force Funding Committee is requesting that the supporting municipalities double the millage for library support from .165 to .33 mills. The Library will need complete funding by the year 2014.
J. Allen Landis asked Ms. Beck if any pressure has been put on the School Board to reconsider their decision to cut library funding, and if their decision is final. Ms. Beck stated that they have attended School Board meetings to present their case, but she believes the School Board's decision is final.
Scott Hillegass asked when a decision would have to be made by the supporting municipalities; Ms. Beck stated that they would need to know as soon as possible, since total funding will be needed by 2014.
Manager Mark Fournier suggested that the Funding Committee ask West Rockhill Township and Hilltown Township for donations, since there are 14,000 library card holders who do not live in the Borough.
PLANNING AND ZONING COMMITTEE: There was no report at this time.
ENVIRONMENTAL COMMITTEE: There was no report at this time.
PUBLIC WORKS/BUILDINGS & PLANT COMMITTEE: There was no report at this time.
PUBLIC SAFETY COMMITTEE: There was no report at this time.
DEVELOPMENT & CULTURE COMMITTEE: There was no report at this time.
OTHER BUSINESS:
Manager Mark Fournier advised Council that Styer Associates delivered the completed Financial Statements for the year ended December 31, 2011. There were two minor findings in the Audit that were corrected.
Wendy Leshinskie spoke in support of the Library's request for the Borough doubling the millage for library funding.
EXECUTIVE SESSION:
There was no executive session.
