The Telford Borough Council meeting held this date was called to order at 7:32 p.m. by President Stanley Nyce with the following members in attendance: Robert Baker, Carolyn Crouthamel, Jeffrey Maxwell, James Schaeffer, and Mayor Jay Stover. Also present were Manager Mark D. Fournier, Solicitor Mark Weand, Public Works Director Donald Beck, Recording Secretary Megan McShane, Police Chief Randall Floyd, Engineer Patrick DiGangi, Telford Fire Company President Ron Chernuka and Secretary Jerry Guretse, James Ennis from the Montgomery County Planning Commission, and a press reporter. Scott Hillegass and J. Allen Landis were absent.

The invocation was given by Carolyn Crouthamel, followed by the pledge of allegiance.

PUBLIC HEARING:

Council President Stanley Nyce announced that there would be a Public Hearing to discuss and consider comments concerning Ordinance #388, the Subdivision and Land Development Ordinance (SALDO). Mr. James Ennis from the Montgomery County Planning Commission gave a detailed explanation of what the purpose of the SALDO is, and summarized each article within the SALDO. The public hearing was closed at 7:49 pm and there were no comments from the audience.

MINUTES OF PREVIOUS MEETING:

A Crouthamel/Baker motion carried unanimously (5-0) approving the minutes of the September 6, 2011 Borough Council meeting.

TREASURER'S REPORT:

There was no Treasurer's Report for the month of September, as the Finance Director was out of the office the week prior to the meeting. The Report will be submitted to Council within the next few weeks.

MAYOR'S REPORT:

Mayor Jay Stover reported he attended the September Borough Council meeting, the Library Board meeting and the Univest Grand Prix race.

POLICE REPORT: We received a written monthly report for the file.

Police Chief Randall Floyd reported that the Montgomery County Commissioners voted not to upgrade the radio system at this time.

A meeting will be held on Thursday with Chief Floyd, Sergeant Minninger and railroad investigators to discuss the concerns about the railroad cars with hazardous materials that are being parked along the tracks.

FIRE REPORT: We received a written monthly report for the file.

Telford Fire Company Secretary Jerry Guretse read a statement from the Fire Company, re-visiting the proposed electronic sign, and stating that they believe they have found provisions that would exempt the Fire Company from the requirements of the Zoning Ordinance.

Council President Stanley Nyce informed Mr. Guretse and Mr. Chernuka that since we did not have a full Council in attendance, Council will review their written statement at a later date.

LIBRARY REPORT: We received a written monthly report for the file.

Mayor Jay Stover discussed the latest news on the funding that will be cut from Indian Valley Public Library, by the Souderton Area School District. Mayor Stover informed Council that the Library will continue to hold fundraisers and do what they can to raise funds, and that the Board is discussing other ways to try and bring in funding to the Library.

PUBLIC WORKS REPORT: We received a written monthly report for the file.

The Reliance Road work is complete for the year.

MANAGER'S REPORT: We received a written monthly report for the file.

Manager Mark Fournier informed Council of 2 upcoming events for the Indian Valley Chamber of Commerce: the Biz Expo on October 6th and the Restaurant Tasting Festival on October 11th. Both events will take place at Indian Valley Country Club.

BUILDING OFFICIAL'S REPORT: We received a written monthly report for the file.

SOLICITOR'S REPORT: We received a written monthly report for the file.

The Indian Ridge project is still on hold. Manager Mark Fournier reported that he spoke to Joe Hinderliter, the owner of Indian Ridge, and Mr. Hinderliter hopes to get the project started later in the winter or spring. Mr. Hinderliter made an escrow payment to the Borough.

Solicitor Mark Weand informed Council that the police contract is moving along and is currently with the Finance & Administration Committee for their review. Solicitor Weand and Manager Fournier met with the PMRS representative and determined that both agreements will have to be amended to be made current.

ENGINEER'S REPORT: We received a written monthly report for the file.

Engineer Patrick DiGangi reported that Altek Business Systems received conditional approval by the Planning Commission and that they will come before Council for approval next month.

PLANNING AND ZONING COMMITTEE: There was no report at this time.

DC-1 A Crouthamel/Baker motion carried unanimously (5-0) approving the continuing of the Farmers' Market throughout the winter and spring months, weather permitting, on the 2nd Saturday of every month. The market will be held on the pavilion next to Marvelous Meals.

OTHER BUSINESS: None

EXECUTIVE SESSION:

Borough Council entered into executive session at 8:43 p.m. to discuss personnel matters.

Borough Council closed executive session at 9:16 pm.

No action was taken in Executive Session.
