The Telford Borough Council meeting held this date was called to order at 7:31 p.m. by Stanley Nyce with the following members in attendance: Robert Baker, Carolyn Crouthamel, John Harrell, Scott Hillegass, J. Allen Landis, Jeffrey Maxwell and Mayor Jay Stover. Also present were Manager Mark D. Fournier, Solicitor Mark Weand, Recording Secretary Megan McShane, Police Chief Randall Floyd, Public Works Director Donald Beck, Tax Collector Emiline Weiss, Souderton Telford Main Streets Manager Pam Coleman, Resident Charles Porcelli and a press reporter. The invocation was given by Carolyn Crouthamel, followed by the pledge of allegiance.
AWARD PRESENTATION:
Pam Coleman, Manager of Souderton Telford Main Streets, presented Council with the Ten Thousand Friends of Pennsylvania Award that Telford Borough received for the Marketplace at Telford Station. Telford Borough was one of 10 recipients in the Commonwealth to receive this award. Pam reported that the Farmer’s Market is off to a great start with a full schedule of events planned for the season. However, Montgomery County has put a new law into effect for vendors; they must now pay a $100 fee to the County just for participating in the Farmer’s Market and if they want to hand out product samples, vendors must have a self-contained sink at their booth, which would cost each vendor $1,500.
MINUTES OF PREVIOUS MEETING: Minutes of the May 3, 2010 Borough Council meeting were approved unanimously (7-0) by a Crouthamel/Landis motion.
TREASURER'S REPORT: We received the written monthly report for May, 2010 for the file.
We’ve taken in 62.27% of our revenues and spent 42.26% of our expenditures.
The amount of revenue generated from building permits is above what was projected due to the permit issued for the Lutheran Home, which cost approximately $25,000.
The storm sewer expenses are over budget due to wages, cleaning inlets and a few other sewer projects that are being worked on.
The Treasurer’s Report for May, 2010 was approved unanimously (7-0) with a Hillegass/ Maxwell motion.
MAYOR'S REPORT: Mayor Stover reported that he attended the library board meeting and a Key Communicators meeting where a program pertaining to bullying was discussed. He also attended a meeting with the Borough Manager, the architect working on the library addition and the building/zoning officers to review some items pertaining to the architect’s building permit application.
Jeffrey Maxwell asked if a buyer has been found for the old Souderton High School Building – Manager Mark Fournier stated that a new developer has not been found.
LIBRARY REPORT: We received a written monthly report for the file.
POLICE REPORT: We received a written monthly report for the file.
Police Chief Randall Floyd reported that he is working with Joe Cutri, the Borough Building Inspector, to address the property issues at 314 S. Main Street and 218/220 Spring House Lane.
The Borough has received letters of complaint regarding 314 S. Main Street.
John Harrell thanked the Police Department for looking into the status of the Hammer’s Moving & Storage building on North 3rd Street. Their recent activity in
cleaning up the property was appreciated by him and the neighbors.
Jeff Maxwell thanked the Police Department for putting up the electronic speed sign throughout the Borough to work on reducing drivers’ speeds. Chief Floyd explained that the sign had been on loan for a month and has been returned. The Department will continue to work on obtaining a grant so they can purchase one of these signs for the Borough. The sign would cost approximately $5,500.00.
John Harrell asked if the Borough could continue to inform the public of new ordinances that are put into place; Manager Mark Fournier reported that he is working with Joe Cutri to do just that and they will focus more on the release of these ordinances once the permit activity slows a bit.
FIRE REPORT: There was no report at this time.
PUBLIC WORKS REPORT: We received a written monthly report for the file.
John Harrell asked about the 2-man crews that are working throughout the Borough; Public Works Director Don Beck reported that they are flushing the lines and that this task is done every year as an ongoing maintenance item. Al Landis complimented the job that was done at Centennial Park.
MANAGER'S REPORT: We received a written monthly report for the file.
Mark Fournier reported that our new Finance Director, Craig Davies, is now on his own after 5 weeks of training and that he is doing well.
Mr. Fournier attended the Partnership TMA meeting and was elected Treasurer for a one-year term.
Greg Ede will be conducting a mini audit during the month of June.
Letters were sent out to property owners regarding the Right-of-Way clearing project. Mr. Fournier continues to meet with these property owners as they respond to their letters. For those who have responded thus far, it has been determined that most of the people who have structures within the right-of-way easement did not obtain permits for those structures.
BUILDING OFFICIAL’S REPORT: We received a written monthly report for the file.
SOLICITOR'S REPORT: We received a written monthly report for the file.
Solicitor Mark Weand reported that there will be a Conditional Use Hearing at the next Council meeting to review a Conditional Use Application for 100 Emlen Way.
All of the agreements have been signed for the Lutheran Community at Telford project and construction has started.
ENGINEER’S REPORT: We received a written monthly report for the file.
Robert Baker asked why the Stover Light Replacement Project was still shown on the report as nearly complete when the lights have been installed and are operational. Mark Fournier explained that a few of the lights had gone out and that the Borough waited until summer to replace them so they could get a high reach truck on the grounds to complete this task.

FINANCE AND ADMINISTRATIVE COMMITTEE: Mr. Hillegass
A-1 A Hillegass/Crouthamel motion carried unanimously (7-0) approving the payment of bills for the month of May 2010 in the amount of $ 223,262.56.
A-2 A Hillegass/Landis motion carried unanimously (7-0) appointing Craig Davies as the new Treasurer.
PLANNING & ZONING COMMITTEE: Mr. Maxwell had nothing to report at this time.
ENVIRONMENTAL COMMITTEE: Mr. Nyce informed Council that DEP is in the process of reviewing municipalities and their ordinances. If municipalities do not have their ordinances up to date, they will not receive grant monies. Mark Fournier reported that there are “green technologies” coming into the Borough. A resident on Kynlyn Circle is installing solar panels on their roof, and there will be a “green” roof constructed on the Indian Valley Public Library.
PUBLIC WORKS/BUILDINGS & PLANT COMMITTEE: Manager Mark Fournier reported that he, along with Chief Floyd and Don Beck, met with resident Charles Porcelli on May 28th to discuss the Centennial Park/3rd Street parking issues.
Mr. Fournier reviewed the proposed parking plan completed by CKS which shows 29 delineated spaces on 3rd Street next to the park, and 22 delineated spaces
on Church Road. He explained that if the Borough wanted to erect any No Parking signs along Church Road and the Franconia Township side of Third Street, we would have to get Franconia Township to adopt them into their ordinance. Mr. Fournier advised Council that the Public Works Department will paint the slope portions on either side of the 7 driveways along 3rd Street with yellow paint to prevent people from blocking these driveways.
PUBLIC SAFETY COMMITTEE: Mr. Harrell had nothing to report at this time.
DEVELOPMENT & CULTURE COMMITTEE: Ms. Crouthamel had nothing to report at this time.

Borough Council entered into executive session at 8:37 p.m. to discuss personnel matters.
Borough Council closed executive session at 9:39 p.m. No action was taken.
