The Telford Borough Council meeting held this date was called to order at 7:30 p.m. by Stanley Nyce with the following members in attendance: Robert Baker, Carolyn Crouthamel, John Harrell, Scott Hillegass and J. Allen Landis. Mayor Jay Stover and Jeffrey Maxwell were absent. Also present were Manager Mark D. Fournier, new Finance Director Craig Davies, Solicitor Mark Weand, Recording Secretary Megan McShane, Police Chief Randall Floyd, Fire Department Representative Rod Hange, Resident Charles Porcelli and a press reporter. The invocation was given by John Harrell, followed by the pledge of allegiance.
MINUTES OF PREVIOUS MEETING:
Minutes of the April 5, 2010 Borough Council meeting were approved unanimously (5-0) by a Hillegass/Crouthamel motion.
TREASURER'S REPORT: We received the written monthly report for April, 2010 for the file.
Mark Fournier welcomed and introduced Craig Davies, the Borough’s new Finance Director and Treasurer, to Borough Council. Craig will be training with Daphne Hollowbush for a month before she retires on June 4th.
There are 2 new funds on the monthly report – fire company taxation and library taxation. The auditors requested that these be listed as separate funds on the
report. Al Landis commented that the fire company taxation fund seemed light; Mark Fournier explained that it hasn’t been paid yet , just a different way to track it. All money paid will be turned over to the library and fire department as required and as usual.
There was a transfer of $30,020.02 into the Capital Reserve; this is a portion of the $70,000.00 cost for the dump truck that we intend to purchase. The $70,000.00 will come back to the General Fund for that truck purchase.
As part of the police contract, a Health Savings Account for the Telford Borough Police Department officers is being held in reserve inside the General Fund. This was outlined by Manager Mark Fournier as a new item in the Council monthly financial report.
Regarding Earned Income Tax, the Borough is a few thousand dollars ahead of where we were at this time last year.
We’ve taken in 54.45% of our revenues and spent 35.2% of our expenditures.
We received the 2007 Recycling Grant funds totaling $12,785.80.
The Treasurer’s Report for April was approved unanimously (5-0) by a Hillegass/Landis motion.
MAYOR'S REPORT: There was no report at this time.
LIBRARY REPORT: There was no report at this time.
POLICE REPORT: We received a written monthly report for the file.
Police Chief Randall Floyd reported that the Police Department is addressing the parking issues throughout the Borough and stated 2-hour parking signs have been erected in certain areas.
Chief Floyd reported that the Department has an electronic speed sign on loan for a month. The sign was erected on County Line Road for a few weeks and is now on Franconia Avenue. A data report was generated from the sign and was passed around to the Council members for their review. The report showed that one driver was clocked over 90 mph between the hours of 8:00 am and 8:59 am.
Chief Floyd said that the Department is working on obtaining a grant so they can purchase one of these signs for the Borough. The sign would cost approximately $5,500.00.
John Harrell commented on the article that recently appeared in the Souderton Independent regarding the strict enforcement of grass and weed heights and parking rules that will begin on May 1st – he thinks it’s a great idea. The Council members were in agreement with him.
FIRE REPORT: There was no report at this time.
PUBLIC WORKS REPORT: There was no report at this time.
MANAGER'S REPORT: We received a written monthly report for the file.
Mark Fournier reported that he, along with our solicitor and engineer, has been meeting with the Lutheran Home for plan review and agreement preparation; the Borough will probably have final documents to sign later this week.
Mr. Fournier stated that he has been coordinating the easement clearing of the JDM Materials property, and that he is working on securing easements for the 2010 Right-of-Way clearing project. He will be sending out letters to property owners shortly regarding the removal of any sheds, play equipment, etc. from the Right-of-Way.
Double Dipper 2 is now open at the Freight Station building. Stanley Nyce thanked Mark Fournier for his efforts on bringing in the new tenant. Mr. Fournier thanked Solicitor Mark Weand and his assistant, Robin, for expediting the lease and certificates of insurance.
BUILDING OFFICIAL’S REPORT: We received a written monthly report for the file.
Mark Fournier reported that Joe Cutri issued several permits during the month of April and that Joe has been coordinating with Chief Floyd to issue property maintenance code violation letters.
SOLICITOR'S REPORT: We received a written monthly report for the file.
Solicitor Mark Weand reported there are no pending zoning matters. He also reported that the Lutheran Home is pushing the Borough to schedule a pre-construction meeting but that the Borough is waiting to have all of the plans and documents in place before the meeting is scheduled and construction begins.
ENGINEER’S REPORT: We received a written monthly report for the file.
COMMENTS FROM AUDIENCE: Charles Porcelli, a resident who lives on North 3rd Street near Centennial Park, wanted to discuss the parking issues that the residents on North 3rd are having. He came before Council two years ago with the same concerns and was told that the Borough would paint yellow lines to restrict the parking.
Mark Fournier explained to Mr. Porcelli that the Borough can paint the lines if need be, but wanted to see if the issues could be resolved without painting the lines.
After much dialogue between Mr. Fournier and Mr. Porcelli, John Harrell suggested that Mr. Fournier bring the proposed parking plan to next month’s meeting and that Council revisit the issue.
FINANCE AND ADMINISTRATIVE COMMITTEE: Mr. Hillegass
A-1 A Hillegass/Crouthamel motion carried unanimously (5-0) approving the payment of bills for the month of April 2010 in the amount of $294,061.78.
PLANNING & ZONING COMMITTEE: Mr. Maxwell had nothing to report at this time.
ENVIRONMENTAL COMMITTEE: Mr. Nyce had nothing to report at this time.
PUBLIC WORKS/BUILDINGS & PLANT COMMITTEE: Mr. Landis had nothing to report at this time.
PUBLIC SAFETY COMMITTEE: Mr. Harrell had nothing to report at this time.
DEVELOPMENT & CULTURE COMMITTEE: Ms. Crouthamel had nothing to report at this time.
OTHER BUSINESS:
John Harrell informed the Council that he has gotten a few complaints from residents pertaining to Hammer’s Moving & Storage on North 3rd Street; there are several abandoned vehicles with expired registrations on the property. He explained that Hammer’s has rejoined with Jensen and has relocated their facility. Some Jensen vans have been spotted on the property.
After a brief discussion, Council determined that Mark Fournier, Joe Cutri and Chief Floyd will look into this further and will determine if any code enforcement is necessary.
The meeting was adjourned at 8:35 p.m. by a Hillegass/Crouthamel motion.
