The Telford Borough Council meeting held this date was called to order at 7:30 p.m. by Stanley Nyce with the following members in attendance:  Robert Baker, Carolyn Crouthamel, Scott Hillegass, J. Allen Landis and Jeffrey Maxwell.  John Harrell was absent.  Also present were Mayor Jay Stover, Manager Mark D. Fournier, Solicitor Mark Weand, Public Works Director Donald Beck, Recording Secretary Megan McShane, Police Chief Randall Floyd, Fire Chief Ray Fegley and a press reporter.   

 

 

 

The invocation was given by Stanley Nyce, followed by the pledge of allegiance. 

 

MINUTES OF PREVIOUS MEETING: 

 

 

 

Minutes of the March 1, 2010 Borough Council meeting were approved unanimously (6-0) by a Crouthamel/Landis motion. 

 

 

TREASURER'S REPORT:  We received the written monthly report for March, 2010 for the file. 

 

 

 

Mark Fournier reported that we have received 41.41% in revenues and spent 25.21% of our expenditures.  The Borough is currently on track with real estate tax collection, with $85,000 left to collect. 

 

 

 

The Treasurer’s Report for March was approved unanimously (6-0) by a Landis/Hillegass motion. 

 

 

MAYOR'S REPORT:   There was no report at this time.  

 

 

LIBRARY REPORT:  We received a written monthly report for the file. 

 

 

 

Mayor Jay Stover reported that the library put out bids for the proposed addition. 

POLICE REPORT:  We received a written monthly report for the file.   

FIRE REPORT:  We received the annual report for the file. 

Stanley Nyce asked how the fundraising has been going for the fire company; Fire Chief Ray Fegley reported that the fundraising is on track for this time of year. 

PUBLIC WORKS REPORT:  Written 

 

 

Don Beck touched on a few items in the Public Works report.  He stated that the old lights have been removed from Stover Park and the new ones have been installed. 

Mr. Beck also reported that there will be leaf collection in the Borough between April 12th and April 14th.  Robert Baker asked if the collection would just be for

leaves, and Mr. Beck confirmed that will be the case. 

 

Stanley Nyce inquired about Well # 4, and Solicitor Mark Weand suggested that Council wait until Executive Session to discuss the matter. 

 

 

MANAGER'S REPORT:  Written 

 

 

 

Mark Fournier attended the annual fire company banquet and accepted the Peter A. Wichete Memorial Award on behalf of the Borough and the Authority.  Mr. Fournier reported that the ribbon cutting for the new lights at Stover Park will be held sometime this month.  He also reported that interviews have been conducted for the Finance Director position. 

 

 

BUILDING OFFICIAL’S REPORT:  We received a written monthly report for the file. 

 

 

SOLICITOR'S REPORT:  Written 

 

 

 

Solicitor Mark Weand reported there are no pending zoning matters and that the audit opinion is complete.  He also reported that the engineering land development plan submission from Lutheran Community has not been completed to the Borough’s satisfaction and that CKS is still reviewing it.  

 

 

ENGINEER’S REPORT:  We received a written monthly report for the file. 

 

 

COMMENTS FROM AUDIENCE:  There were no comments from the audience. 

 

 

FINANCE AND ADMINISTRATIVE COMMITTEE:  Mr. Hillegass 

 

 

 

A-1       A Hillegass/Crouthamel motion carried unanimously (6-0) approving the payment            of bills for the month of March 2010 in the amount of $303,777.44. 

 

 

PLANNING & ZONING COMMITTEE:  Mr. Maxwell had nothing to report at this time. 

 

 

ENVIRONMENTAL COMMITTEE:  Mr. Nyce had nothing to report at this time. 

 

 

PUBLIC WORKS/BUILDINGS & PLANT COMMITTEE:  Mr. Landis had nothing to report at this time. 

 

 

PUBLIC SAFETY COMMITTEE:  There was no report as Mr. Harrell was not in attendance. 

 

 

DEVELOPMENT & CULTURE COMMITTEE:  Ms. Crouthamel had nothing to report at this time. 

 

 

OTHER BUSINESS: 

 

 

Fire Chief Ray Fegley reported that the fire company sign is in need of repair, and the fire company has been putting aside some of the donations they have received for a Malcolm Jacobs memorial.  The membership thinks that an electronic sign, similar to the one at Sellersville Fire Company, would be good, but they are aware that this is a sensitive subject, since they would need a zoning variance to erect such a sign. 

 

 

 

The membership would like to proceed with applying for the variance, but the fire company is asking the Borough to waive the $1,000 zoning variance application fee. 

 

 

 

After much discussion, a Hillegass/Crouthamel motion carried unanimously (6-0) approving the $1,000 application fee to be waived. 

 

 

EXECUTIVE SESSION: 

 

 

 

 

Borough Council entered into executive session at 8:13 p.m. to discuss personnel matters and a matter of real estate. 

 

 

Borough Council closed executive session at 9:13 p.m. 

 

 

A Crouthamel/Hillegass motion carried unanimously (6-0) to instruct the Civil Service Commission to start the process for re-instating the Sergeant position at a 5% salary differential from the patrolman rate.  A Hillegass/Landis motion carried unanimously (6-0) authorizing the Manager to work with the Finance and Administration Committee to make an offer to the candidate that was agreed upon by the Manager, Auditor and Finance Director, within the parameters discussed in the Executive Session. 

The meeting was adjourned at 9:16 p.m. by a Crouthamel/Baker motion.
