Telford Borough is located in southeastern Pennsylvania, approximately 40 miles northwest of Philadelphia.

The Telford Borough Council meeting held this date was called to order at 7:30 p.m. by President John Taylor with the following people in attendance: Miles Arnott, Bill Ashley, Carolyn Crouthamel and Mark Gehman. Also present were Mayor David Snook, Manager Mark Fournier, Recording Secretary Megan McShane, Public Works Director Gary Yoder, Solicitor James Jacquette, Police Chief Randall Floyd, Fire Company President Jerry Guretse, Emergency Management Coordinator Bob Sparks, Fire Marshall Ray Fegley and residents Wendy Leshinskie, Jeffrey Maxwell, Lori Rappold and Nicole Spiese. Councilman Robert Baker was absent.

The invocation was given by President John Taylor, followed by the pledge of allegiance.

MINUTES OF PREVIOUS MEETING:

A Crouthamel/Arnott motion carried unanimously (5-0) approving the minutes of the December 7, 2020 Borough Council meeting.

MAYOR’S REPORT: We did not receive a written monthly report for the file.

POLICE REPORT: We received a written monthly report for the file.

FIRE REPORT: We received a written monthly report for the file.

Fire Company President Jerry Guretse reported that the Fire Company responded to 244 calls last year, and averaged 12.2 members per call. The Fire Company also did over 70 drive-bys in 2020 for birthdays and graduations.

Manager Mark Fournier introduced Ray Fegley to Council as the new Fire Marshall and recognized his longtime service to the Fire Company and the different positions he’s held within the Fire Company.

PUBLIC WORKS REPORT: We received a written monthly report for the file.

MANAGER’S REPORT: We received a written monthly report for the file.

BUILDING OFFICIAL’S REPORT: We received a written monthly report for the file.

SOLICITOR’S REPORT: We did not receive a written monthly report for the file.

ENGINEER’S REPORT: We received a written monthly report for the file.

COMMENTS FROM AUDIENCE: There were no comments from the audience.

COMMITTEE-OF-THE-WHOLE:

Z-1       An Arnott/Crouthamel motion carried unanimously (5-0) designating Univest National Bank & Trust Company and Quakertown National Bank as depositories for Borough funds and authorizing the Borough Manager to invest as he sees fit in the best interests of the Borough.

Z-2       An Arnott/Gehman motion carried unanimously (5-0) authorizing the Borough Manager to advertise for bids for goods and services, as needed during 2021.

Z-3       A Crouthamel/Ashley motion carried unanimously (5-0) appointing Emiline Weiss to the Vacancy Board, term to expire 1/1/22; Terry Johns to the Planning Commission, term to expire 1/1/26; Spencer Kulhanjian and Jeff Woertz to the Zoning Hearing Board, terms to expire 1/1/24; Justin Martin to Telford Industrial Development Authority, term to expire 1/1/26; Bea Kaizar to the Recreation Board, term to expire 1/1/25; Robert Rahn to the Civil Service Commission, term to expire 1/1/24; Myron Cole to the Telford Borough Authority Board, term to expire 1/1/26; Wendy Leshinskie, Representative for the Indian Valley Public Library, term to expire 1/1/26.

Z-4       An Arnott/Crouthamel motion carried unanimously (5-0) re-appointing Timoney Knox, LLP as Solicitor.

Z-5       An Ashley/Gehman motion carried unanimously (5-0) re-appointing CKS Engineers, Inc. as Borough Engineer.

FINANCE AND ADMINISTRATIVE COMMITTEE: Ms. Crouthamel

            A-1       A Crouthamel/Arnott motion carried unanimously (5-0) re-appointing Mark D. Fournier as Secretary for the Telford Borough Council for the year 2021.

            A-2       A Crouthamel/Ashley motion carried unanimously (5-0) re-appointing Craig Davies as Treasurer for the Telford Borough Council for the year 2021.

            A-3       A Crouthamel/Arnott motion carried unanimously (5-0) appointing Jeffrey Maxwell to Telford Borough Council, to fill the remainder of the term vacated by James Schaeffer that he recently resigned.

PLANNING AND ZONING COMMITTEE: There was nothing to report at this time.

ENVIRONMENTAL COMMITTEE: There was nothing to report at this time.

PUBLIC WORKS/BUILDINGS & PLANT COMMITTEE: There was nothing to report at this time.

PUBLIC SAFETY COMMITTEE: Mr. Arnott

PS-1     An Arnott/Crouthamel motion carried unanimously (5-0) approving the Telford Fire Company Calendar of Events for 2021.

Councilman Miles Arnott referenced an e-mail that Mr. Fournier shared with Council that he received from a resident who expressed concerns about the fire siren. Mr. Guretse informed Council that the siren serves as the first line of defense for the Fire Company and added that a study was conducted in 2009 to determine the validity of the siren. Fire Marshall Ray Fegley stood and informed Council that the siren still serves a useful purpose, adding that there are plenty of municipalities that still have them in service today, and that the study showed that the siren is well within normal limits without damaging anyone’s hearing; the longest that the siren is at its peak volume is 8 seconds. Further, the siren is off between the hours of 11:00 pm and 6:00 am.

Mr. Fournier added that the siren is a recognition of the work put in by the volunteer fire fighters.

It was the consensus of Council to keep the fire siren in place.                      

DEVELOPMENT AND CULTURE COMMITTEE: Mr. Baker

Council had a brief discussion about the discontinuation of Souderton-Telford Main Streets. The Development and Culture Committee will need to meet to discuss how the Borough should proceed with marketing the Night Market and any other events that had been coordinated by Main Streets.

OTHER BUSINESS:

The meeting was adjourned at 8:03 pm by an Arnott/Crouthamel motion.
