Telford Borough is located in southeastern Pennsylvania, approximately 40 miles northwest of Philadelphia.

The Telford Borough Council meeting held this date was called to order at 7:30 p.m. by President John Taylor with the following people in attendance: Bill Ashley, Carolyn Crouthamel, Mark Gehman and Jim Schaeffer. Also present were Mayor David Snook, Manager Mark Fournier, Recording Secretary Megan McShane, Public Works Director Gary Yoder, Solicitor James Jacquette, Fire Company President Jerry Guretse, Emergency Management Coordinator Bob Sparks and residents Regina Ashley and Wendy Leshinskie. Councilmen Miles Arnott and Robert Baker were absent.

The invocation was given by Carolyn Crouthamel, followed by the pledge of allegiance.

MINUTES OF PREVIOUS MEETING:

A Crouthamel/Schaeffer motion carried unanimously (5-0) approving the minutes of the November 2, 2020 Borough Council meeting.

TREASURER’S REPORT:

Manager Mark Fournier reported that the Borough has taken in 94.48% of its revenues and spent 87.40% of its expenditures as of the end of November, 2020.

Councilman Jim Schaeffer asked for clarification on the salt expenditure. Mr. Fournier explained that the amount is what we’ve spent so far in 2020, and we still have the month of December yet, which could possibly contain snow events. Mr. Yoder explained that the Borough is required to purchase a certain amount of salt each year, per the CoStars salt contract.

An Ashley/Crouthamel motion carried unanimously (5-0) approving the Treasurer’s Reports for October & November, 2020.

MAYOR’S REPORT: We did not receive a written monthly report for the file.

POLICE REPORT: We received a written monthly report for the file.

Councilman Bill Ashley commended the Police Department for receiving re-certification for their continued Accreditation.

FIRE REPORT: We received a written monthly report for the file.

Fire Company President Jerry Guretse reported that the Fire Company recently received a clean relief audit, and the firetruck will be driving Santa through the Borough on Saturday, December 19th.

LIBRARY REPORT: We received a written monthly report for the file.

Wendy Leshinskie reported that there will be a virtual presentation available via Zoom entitled The Seagoing Cowboys of Telford on December 8th from 7:00 pm to 8:30 pm.

PUBLIC WORKS REPORT: We received a written monthly report for the file.

President John Taylor complimented the Public Works Department on the great job they did on Main Street with the Christmas lights. Mr. Ashley added that several of his neighbors have been very complimentary about the good job that the Department did this year with leaf collection.

Public Works Director Gary Yoder reported that the new Parks Department truck was picked up last week.

Mayor David Snook asked Mr. Yoder how it’s going with the cameras at Municipal Park. Mr. Yoder explained that the camera software is recording, but it’s just not getting directed to the Police Station yet, and this issue is being worked on.

MANAGER’S REPORT: We received a written monthly report for the file.

Mr. Taylor asked if the final U&O inspection passed for the new Borough Hall, and Mr. Fournier confirmed that it did last week.

BUILDING OFFICIAL’S REPORT: We received a written monthly report for the file.

SOLICITOR’S REPORT: We did not receive a written monthly report for the file.

ENGINEER’S REPORT: We received a written monthly report for the file.

COMMENTS FROM AUDIENCE: There were no comments from the audience.

FINANCE AND ADMINISTRATIVE COMMITTEE: Ms. Crouthamel

            A-1       A Gehman/Schaeffer motion carried unanimously (5-0) passing the 2021 Budget.

            A-2       A Crouthamel/Ashley motion carried unanimously (5-0) passing Resolution 20-03, which is the Tax Levy Resolution for 2021. Since there was not a tax increase in the 2021 Budget, the Borough was not required to advertise and pass a Tax Levy Ordinance, but could pass a Resolution instead.

A-3       A Crouthamel/Ashley motion carried unanimously (5-0) authorizing the payment of bills for the month of October, 2020 in the amount of $566,068.75 and the payment of bills for the month of November, 2020 in the amount of $262,743.24.

A-4       A Crouthamel/Schaeffer motion carried unanimously (5-0) approving the 2021 Holiday Schedule for the Borough.

A-5       A Crouthamel/Gehman motion carried unanimously (5-0) accepting the resignation of Councilman Jim Schaeffer with regret and best wishes.

PLANNING AND ZONING COMMITTEE: There was nothing to report at this time.

ENVIRONMENTAL COMMITTEE: Mr. Gehman

Councilman Mark Gehman reported that the next NMCRC remote meeting is scheduled for January 7th.

PUBLIC WORKS/BUILDINGS & PLANT COMMITTEE: There was nothing to report at this time.

PUBLIC SAFETY COMMITTEE: Mr. Arnott

A Schaeffer/Crouthamel motion carried unanimously (5-0) accepting the resignation of Joseph Rausch as Fire Marshal and appointing Ray Fegley as Fire Marshal and Joseph Rausch as Deputy Fire Marshal for Telford Borough.

DEVELOPMENT AND CULTURE COMMITTEE: Mr. Baker

            DC-1     The Telford Tree Lighting is Friday, December 11th at 6:00 pm. Mask wearing and social distancing is recommended.

DC-2     A brief discussion took place regarding Souderton Borough’s recent re-authorization of the BID program.

OTHER BUSINESS:

EXECUTIVE SESSION:

Telford Borough Council entered into Executive Session at 7:55 pm to discuss a matter of personnel.

Executive Session was closed at 8:03 pm.

An Ashley/Schaeffer motion carried unanimously (5-0) authorizing the hiring of Robert Seville as a full-time patrol officer, at a starting rate of $28.38 per hour, for the remainder of 2020. Mr. Seville’s starting date as a full-time officer will be December 14, 2020, and his hourly rate will increase to $28.95 per hour effective January 1, 2021.

A Gehman/Crouthamel motion carried unanimously (5-0) authorizing the hiring of Alisa Buonanno as a part-time patrol officer, contingent upon her passing the required medical and psychological examinations. Further, the starting rate of pay for Ms. Buonanno will be $19.00 per hour, with an increase to $20.00 per hour after her six-month probationary period.

The meeting was adjourned at 8:06 pm by a Crouthamel/Schaeffer motion.
